LABOR ISSUES

Unemployment insurance
Unemployment tax rates in Missouri are based on the first $8,500 of an employee's annual salary. This applies to businesses having one or more workers on the payroll for 20 weeks during the calendar year, and to any business paying an employee $1,500 in a given quarter. An employer new to Missouri (with no experience rating) will pay the normal entry rate of 2.511 percent for two years.
Your company's permanent work crew, working temporarily in Missouri, would be subject to the reporting regulations of their base state.

Worker's Compensation
All businesses with five or more employees must provide worker's compensation insurance to protect their workers in case of job-related injury, illness or death. Missouri companies can offer this protection through a private insurance carrier or they can become self-insurers. Premium rates vary, depending upon the risks associated with special occupation and the employee's total annual salary. Production companies from other states working temporarily in Missouri can arrange for extensions of their compensation insurance coverage to Missouri (provided their insurance company is licensed to operate in Missouri).

Child Labor:
Any person under 16 years of age working as a performer in the entertainment industry must secure an entertainment work permit from the Missouri Division of Labor Standards. State law sets forth requirements regarding proof of age, written consent of legal guardians, meal and break times, amount of hours worked per day or week, and productions involving dangerous situations. Union Labor:
Missouri is not a right-to-work state.  Some unions are represented in Missouri and should be contacted if you are seeking any production services involving the International Alliance of Theatrical Stage Employees, Moving Picture Technicians, Artists and Allied Crafts of the United States and Canada.  A good person to contact with questions concerning film related unions in Missouri is Gary Hansen, the IATSE 493 representative in St. Louis.

The Screen Actors Guild (SAG) is a labor union founded in 1933 to protect performers.  Primarily concerned with wages and working conditions, SAG negotiates and enforces collective bargaining agreements that establish equitable levels of compensation, benefits and working conditions for performers.

SAG is affiliated with The American Federation of Labor-Congress of Industrial Organizations (AFL-CIO) through the Associated Actors and Artists of America.
